L'Open Content Library (Biblioteca de contingut obert) consisteix en el desenvolupament de comunitats en línia per a crear, compartir i distribuir el màxim nombre de formes possible de contingut digital "obert".  

Després de l'èxit de l'Open Clip Art Library, i l'interès en el futur desenvolupament de l'Open Font Library, aquest paraigua .org fou creat per tal d'ajudar a gestionar el desenvolupament de futurs projectes de contingut obert.

Un objectiu secundari de l'opencontentlibrary.org és promoure, sense estar-hi restringit, les eines de codi obert que puguin usar-se per a desenvolupar aquesttipus de contingut. El millor exemple d'això és el de l'openclipart.org i l'inkscape.org; ambdós estan lligats entre si, però els artistes poden usar altres eines propietàries (per exemple l'Adobe Illustrator) per tal de crear contingut per a l'openclipart.org

Actualment, el millor lloc per a interactuar amb altres membres de l'Open Content Library, és usar els [http://openclipart.org/cchost/media/viewfile/discussion.xml canals de comunicació] establerts per a l'[http://openclipart.org/ Open Clip Art Library].
